Add "Manage statuses" link to status dropdown

Add a link for permissioned users to more easily navigate to where they can change status options.

Acceptance criteria

• Option appears in footer dropdown (using standard footer/option patterns) with text "Manage statuses" when user is able to manage statuses
  • User must be a member w/ Maintainer role in root group
  • If user does not have permission, no footer is shown
• On click, button action is...
  • Ideal: Opens lifecycle edit modal
  • Acceptable: Opens Issues settings page, anchored to the Status section
