"Review changes" Button Not Working

Summary: On GitLab version v18.1.1, the "Review changes" button does not have any effect when clicked (no action, modal, or page loads).

Steps to Reproduce:

Navigate to a Merge Request (MR).
Push commit, display merge block and "Review changes"
Click the "Review changes" button.
Observe that nothing happens.

Expected Behaviour: Clicking "Review changes" should open the relevant review interface or modal to allow code review and commenting.

Actual Behaviour: Clicking the button does nothing—no UI feedback, modal, or errors are shown.
