Add support of ClickHouse to aiUsageData.all endpoint

Summary

After Expose `Ai::UsageEvent` to GraphQL `AiUsageData` (#549782 - closed) is done we'll have new endpoint which lists all available events from PG database. At the same time we'll have extended data in CH if CH is enabled, so we can use CH which improves performance dramatically.

Proposal

for aiUsageData.all use ClickHouse data when it's available.

Note: Make sure you bump the click-house_client gem version to 0.4.1!
