Notifications when an issue from a specific project gets closed

I tried to find this feature but I couldn't find it and I wonder if there are also other people who will find this useful.

Feature:

The ability to get notified on email(or a comment to another issue from a project that i'm member of) when an issue from a specific project(even if you are not a member of that project) gets closed.

Scenario:

I opened an issue in one of my project as a reminder to implement a specific feature after another feature is implemented in a library(dependency of my project), for which there is an issue opened.

I would like to be notified via a comment in the issue from my project(that I linked somehow with the issue from the dependency(library) project), when the issue from the library project gets closed. This way I would know when I can start implementing that feature in my project.

I don't know how hard is this to implement, so I also proposed the other method, to get notified on email when a specific issue from a specific project gets closed.
