Clean up regular rules which does not have approvers

During this issue #43642 (closed) we found out that some projects have approval rules without approvers. This is invalid and we should fix this data: either clean such rules up or add them a user (project owner?) in order to make this rules valid.

After that, we might need to consider adding database constraint that a regular rule should have users or groups
