Summary

In !196091 (merged) we patched a Ruby syntax highlighting issue by making a copy of the upstream fix into our codebase while we wait for the upstream fix to be merged and released.

We should revert the temporary patch in our codebase once the upstream fix is merged and released.

As part of this issue we should:

1. Revert changes made in !196091 (merged)
2. Bump the version of the highlight.js dependency to the version containing the upstream fix
