Docs: clarify for which linux distributions podman-plugins package is needed

Documentation says:

For services that create a network alias, you must install the podman-plugins package.

However, the podman-plugins package is not available in all linux distributions, for example in debian based distributions there is no such package.

Proposal

Please clarify for which linux distributions the package is needed or if there are alternative packages needed for different distributions.
