Requirements

• Please all of this work behind a feature flag!
• Add a new "Starred items" button to the header of the primary navigation
• When clicked, show a popover containing:
  • The user's starred items, ordered by the date they were starred (most recent first)
  • An action to star the current page
  • An action to edit the list of starred items (Maybe, pending this discussion)

Questions

• Pagination: how many do we load initially? How do we handle loading more?
