FF: enable write_to_new_ci_destinations

This is a placeholder for enabling the feature flag.

This feature flag controls when to start writing a copy of immutable processing data to ci_job_definitions but also write intrinsic data to ci_builds and new environment association table.

Note: Regardless of this feature flag status, we will continue writing to ci_builds_metadata until stop_writing_ci_builds_metadata FF is enabled.
