Cleanup bigint conversion for deployments.id and referencing columns

In #551602 the new bigint columns were swapped with the old integer ones.

The next step is to follow the instructions to remove the trigger and old columns for the following tables:

• deployments
• deployment_clusters
• deployment_merge_requests
