No available parents when creating Task from work item creation flow

Summary

When creating a task using the /issues/new flow, no issues appear in the Parent selector, even when valid parent issues exist in the project.

Expected behavior

Parent widget behaves the same during creation as after creation (valid parent items are shown and usable)
