Frontend: Build bulk editing for project attributes in inventory

Add the UI for editing attributes for many projects at once to the Security inventory

• extend drawer for applying attributes to support editing many projects at once
  • when in bulk edit mode, show Bulk update behavior section at the top of the drawer that controls the strategy that will be used to apply the selected attributes - Add attributes, Remove attributes, or Replace all attributes
