Send email for Status or/and Label changes on issues

When a status or label on a issue changes, there is no email send.

→ a e-mail for every status change should be send in a bundled email. Best if it would just be combined with the email with a recent comment to the issue.

Use case: I need to get informed when I can start to do a QA (Quality Assurance) for an issue (which doesn't necessarily has a Merge request assigned).

e.g. bugzilla sends the following status change email:

Foo Bar <foo@example.com> changed:
