Combine issue close status change and comment in one email

When a issue is closed with a comment, I receive two emails. These emails should be combined into one.

Bugzilla for example sends such an email:

Foo Bar <foo@example.com> changed:

           What    |Removed                     |Added
----------------------------------------------------------------------------
             Status|VERIFIED                    |CLOSED

GitLab just sends a email: Issue was closed by Foo Bar

and another one:

Foo Bar commented:

Errata updates for ... have been released.

It saves a lot of time, only having to read one email.
