Dismissing vulnerability record is not triggering webkook events

Summary

Reported at #366770 (comment 2554129422) there is not a webhook event fired when dismissing a vulnerability. Other statuses (Confirmed, Resolved) are working as expected.

Steps to reproduce

1. Configure webhook events via https://docs.gitlab.com/user/project/integrations/webhook_events/#vulnerability-events
2. Change vulnerability status to Confirmed or Resolved
   1. A webhook event is triggered.
3. Change vulnerability status to Dismissed
   1. A webhook event is not triggered.
