Observe when user attempts to take action on an archived pipeline

Problem

In order to enable pipeline archival on Gitlab.com we need to have observability in place to monitor after the change request.

Proposal

Log when a user attempts to take action on a pipeline that is archived. Log root namespace path, project path, pipeline ID, pipeline age.
