Improve notes query performance

Background

[FF] `search_work_item_queries_notes` -- advanc... (#536912) is tracking rolling out the flag to search notes when issues is searched. However, the notes search uses the legacy authentication in the query - which is slower. We need to improve performance before releasing the feature.

Proposal

Use the new authentication query for notes. This is only for auth, not the whole query. The query will remain using the ClassProxy method for now.
