Display in-app banner to Maintainers on compute quota limit

Proposal

For self-managed customer, they can Set the compute quota for all namespaces, and top-level group owners will be notified via in-app banner and email when the limit is reached.

Have the option to configure users with Maintainer role to receive notifications as well.
