Geo: Resync all wikis

Resync all synced wikis, since some disabled ones and some enabled ones may have unsynced data.

Not just for GitLab.com.

How did this happen?

In at least a couple ways:

https://gitlab.com/gitlab-org/gitlab-ee/issues/5422 fixes wikis that were disabled and then reenabled, but we don't know which already-enabled-and-then-not-updated wikis are unsynced
If a wiki with content is disabled, and then the installation is replicated with Geo, that wiki's data does not get replicated since we skip disabled wikis
