Problem to solve
As a project manager, I want the ability to easily identify tasks that have no parent issue so I can add them to an issue.

Anybody who uses the Issues list
User experience goal
The user should be able to use the UI with GitLab to filter the Issues list
Proposal
The user will be able filter the Issues list by items with a parent, with no parent, and/or where the parent type is of a specified type. Examples:

- Identify items not tied to any parent
- Identify items tied to a parent
- Establish foundation for filtering items by parent attributes
Permissions and Security
Any user with access to view and filter the Issue list would have access. Given that parent information may, at least in theory, be able to be gleaned by use of such filtering, there may be additional considerations.
