Investigate and fix sync misses to Elastic search

It was reported that vulnerabilities which were resolved is still showing up under the resolved filter while using Elastic search in https://gitlab.zendesk.com/agent/tickets/632705

Creating this issue to investigate the root cause and fix the bugs if any.
