Allow limit of jobs created by parallel:matrix keyword to be configurable

Proposal

Currently the limit of the number of jobs created by parallel:matrix keyword is 200.

Can this limit be configurable on the GitLab UI in the project CI/CD settings and group CI/CD settings?
