Container registry authentication service returns a 500 if permission fails due to IP restrictions

In https://gitlab.com/gitlab-com/request-for-help/-/issues/2943#note_2544621665 we identified that enabling IP restrictions for a group would (correctly) fail the permission checks. This however returns a 500 and not a 401 which would be the correct status potentially with a message indicating it was due to IP restrictions.
