[Backend] Add container scanning for registry GraphQL field for project

Similarly to secretPushProtectionEnabled field, expose a new GraphQL field for security_setting.container_scanning_for_registry_enabled.
This field should be used to indicate the status of "Container scanning for registry" in the new security inventory screen.
