Spike: Explore respecting SSH connection configuration on each workspace SSH proxy hop

Description

Given that SSH configuration on networking exists, on both the client and server sides, we need to ensure our proxy path respects these timeouts/limits equivalently (if not 1 to 1), which will reduce the probability of errors occurring on the connection.

Acceptance criteria

• Come up with a strategy to respect the client/server SSH network configuration expectations along our proxy path
