spec/services/projects/destroy_service_spec.rb test quarantined

There's something wrong with tests at https://gitlab.com/gitlab-org/gitlab/-/blob/5f74c3ff7bfb42f67fc44facadc6adda8e3cd83c/spec/services/projects/destroy_service_spec.rb#L1040

Tests depend on disabling triggers on the p_ci_job_artifacts table so we can insert a record that violates the FK constraint. The spec works as expected locally, but started failing from some reason in !192248 (closed)
