Dark Launch SPP for all public project

Problem to solve

Enabling SPP on all public projects will mean a significant increase in load for the SDS gem which currently handles all SPP requests.

Proposed Solution

Dark launch SPP for all public projects using the SDS service (SDS deployed on runway).

This means sending all SPP requests for public projects will be incrementally sent to the SDS service and the SDS service will be monitored to ensure it handles the load.
