[BE] Enforce inherited frameworks in linked subgroups and projects

Background

We're introducing the ability to designate a group as the Compliance and Security Policy (CSP) group. Frameworks and policies created in this group can be enforced across all top-level groups in the instance.

When a framework is propagated from a CSP Group to different groups and sub-groups, we create the framework in the associated groups with the source of the CSP Group. We need to ensure that both frameworks created within the group as well as the parent CSP Group are correctly enforced.
