too_large? reports false for large diffs in merge requests

In Rapid Diffs Gitlab::Git::Diff always responds with false for large diffs too_large? method in merge requests. This could be potentially caused by skipping loading diffs when diff collection hits diff limits.

This leads to the following problem:
