Ability to create subgroups is dependent on where user starts their journey
Problem
The option to create a new group exists on several pages. It seems to depend on which page the user starts on whether the newly created group is a:
- Top-level group
- Subgroup
Your Work/Explore
For instance, when a user creates a new group from Your Work > Groups or Explore > Groups, they can only create a top-level group, but not a subgroup, because the ability to select a parent namespace is not part of the form:

Group page
When a user creates a new subgroup from a group, they can only create a subgroup. The group they came from is selected by default, but they can select any other group they have access to as a parent-level namespace:

This is unnecessarily complicated for users, as they have to find the right starting point to create a top-level group from. We should improve that flow to serve both use cases from one page.
