While creating new code to create notifications we need to take into account developer's experience. We need to make sure creating new types of notifications is well documented, and in the perfect world, automated. We NEED to make sure other teams can add their own notifications without any issues, following the guidelines.

Acceptance criteria:

• creating new notifications by other teams should be self-served and development should not take more than half a milestone.
