Custom weight options for issues

Description

Currently, the only options for issue weights are integers between 1 and 9. When estimating work many teams have different scales they like to use. By allowing for this in GitLab teams will be able to adapt the tool to their process instead of having to adapt their process to the tool.

Proposal

I would propose a way to modify, add, and remove the weight values per repository as well as set a default set of values for organizations. This could be done with a single field using comma separated values or one value per line. This approach would also make it easy to let people customize the order weights are listed and even to set a default value by making that the first value.
