Provide a way to create Jira issue when there is a merge conflict

Proposal

A customer has requested an enhancement to the GitLab-Jira integration. Specifically, they would like GitLab to automatically create a new Jira issue under the following conditions:

• When a pipeline fails. There is an issue already opened for this #18731
• When a merge request results in a conflict

This functionality is intended to help teams better track and respond to CI/CD issues and code conflicts by automatically logging them in Jira for follow-up and resolution.
