Add web_based_commit_signing_enabled to group update REST API endpoint

• Add an optional web_based_commit_signing_enabled parameter the groups REST API (PUT /groups/:id)
• This should be passed Groups::UpdateService conditionally by a feature flag
• Update API documentation
