Add web_based_commit_signing_enabled to project update REST API endpoint

• Add an optional web_based_commit_signing_enabled parameter the projects REST API (PUT /projects/:id)
• This should be passed Projects::UpdateService conditionally by a feature flag
• Update API documentation
