Automate providing additional sequence for saturating sequences in the cells itself

Include option to add additional sequence_range... (#517296 - closed) added gitlab:db:increase_sequences_range rake which will be called manually by the operator (SRE mostly) to bump the sequence range for saturating sequences.

We have to automate this process by having a cronjob (within cells) which will identify saturating sequences and reach out to topology-service to provide additional sequence_range to the cell, which will then be set for those saturating sequences.
