Value Stream Analytics value streams not displaying correctly

Summary

Upon selecting another value stream in Value Stream Analytics, there are times when Overview renders the Stage time chart, and the "Items in stage" in the stages' popovers in the navigation always shows - when there actually are items in the stages.

Steps to reproduce

1. Navigate to Value Stream Analytics
2. Select another value stream

What is the current bug behavior?

Switching value streams sometimes renders the Stage time chart in the Overview view, and items count in individual stages shows - when there actually are stage items.

What is the expected correct behavior?

Display correct chart in Overview and correct number of items in each stage when they have data.
