Ability to change default branch/tag in dropdown when running pipeline manually

Proposal
To add the ability to change the default value in the dropdown when creating a pipeline manually. Currently, this defaults to the default branch on the project.
This would be solved by adding customisation options that would allow for users to specify/control what branch shows by default/is allowed to be selected to run a pipeline against.
Specifically for this customer, it would be helpful to allow for the latest tag to show in the UI dropdown by default.
Why?
Gives users control over what branches/tags are displayed by default/allowed for pipelines to run against. Providing such customisation allows users to have more control/flexibility over this component.
