Performance issues when cloning and fetching Gitlab repos using pygit2

Summary

While cloning / fetching our gitlab repo using pygit2 we started to encounter extreme performance issues - more than 10 minutes per operation. Migrating our repo to github solved the problem. Those operations worked just as fine until two days ago. No deployment / change was made in our side, and repositories stored in GitHub and Bitbucket were not affected by this problem. Moreover, we've noticed that using git CLI for the corresponding actions doesn't suffer from performance issues. We're not sure how pygit2's libgit2 based implementation differs from git CLI in terms of clone and fetch, but since this problem only occurs in gitlab repos - we would like to ask you for your help.

Steps to reproduce

run in python 3.11 (after installing pygit2):

import pygit2
pygit2.clone_repository("https://gitlab.com/antora/antora", "/tmp/antora")

What is the current bug behavior?

Clone / fetch takes more than 10 minutes.

What is the expected correct behavior?

Clone / fetch should take a few seconds, like it take with other hosts.
