Migrate X-ray scans away from AvailableServices

Broken out of Phase 5: Remove AvailableServices interface (&15639 - closed)

Replace all calls into AvailableServices in the X-ray integration with new APIs. Since this is available everywhere, we need to wait for Phase 4 to complete to tackle this.
