Work items - Type selection disappears when "Task" type selected

Summary

When type "Task" is selected, the type selector disappears. As a result users cannot change the type away from 'task'.

Steps to reproduce

1. Open https://gitlab.com/gitlab-org/gitlab/-/issues/new
2. Select type = task
