Duo chat and code creation output length limit should be configurable

Proposal

When using Duo code creation or Duo chat, more complex prompts can lead to truncation of the output. The Output length for Code Creation and for Duo Chat is currently fixed. It would give customers more flexibility if the output length could be configurable.

This particular request was raised by a GitLab Dedicated customer so the configuration option would have to be in the UI.
