Spike: Investigate if administrators may be unable to run pipelines due to scan execution policies

Why are we doing this work

During the rollout of gitlab-com/gl-infra/production#19679 (closed) the change technician who had administrator access to the two test projects in staging and production was unable to run pipelines. It worked for the project owner each time though.

We should investigate if we can reproduce pipeline execution failures when an administrator attempts to execute a pipeline that is affected by a scan execution policy (type: pipeline).
