PTE Inapplicable Checkboxes Clickable in Work Item

Issue Description

While in a Work Item checkboxes that should be inapplicable or disabled while in PTE are still clickable.

Steps to Reproduce

1. Navigate to a Work Item with content with checkboxes
2. Locate checkboxes that should be inapplicable in the current context (examples may include: checkboxes in a completed section, checkboxes for features not available to the user's role, etc.)
3. Attempt to click these checkboxes
4. Observe that the checkboxes can still be toggled on/off despite being inapplicable
