Generic package registry does not allow tildes in filename

Hello, i am running gitlab v17.10.3-ee and it seems i cannot upload files with "~" (tilde) in their name. It is quite common for linux packages, therefore i think it should be possible, but it fails:

Note: it works in (experimental) debian package registry, but not in generic packages. Perhaps generic registry is not generic enough 😄
