Open in Gitpod button missing on self-managed since 17.11

Summary

Since 17.11, the "Open in Gitpod" button is missing from the Edit dropdown on the project page.

The button still appears as expected in the Code dropdown for MRs and individual files.

Can't reproduce on GitLab.com 18.0-pre. Please backport if already fixed.

When Gitpod integration is enabled for self-managed instance and for the user, the Open in Gitpod button does not appear in the Edit dropdown on the project page.
