Default issue description template not applied when creating related issues

Summary

When creating a related issue from within an existing issue, the default description template (defined in the project settings) is not automatically applied to the new issue.

Steps to reproduce

  1. Go to an existing issue in the project.
  2. Click on New related item
  3. Choose the target project (one that has a default issue template set).
  4. Create the new issue.
