BE: Status management API POC

Build a POC for the management API including the following:

1. get lifecycles and statuses
2. get statuses
3. properly sort statuses
4. update status
5. update lifecycle
6. perform switch from system-defined statuses to custom statuses
7. perform mappings from one status to another
