Docs: Workspaces documentation is confusing

Problem to solve
The current documentation for GitLab Workspaces is a bit confusing. In the main page it mentions some pre-requisites on the infrastructure side however some of those steps already include configuring settings on the cluster end similar to what are done in the Tutorial: Set up GitLab agent and proxies. At first glance a user would have to jump back and forth between sections just to get things up and running.

Move Kubernetes related sections outside of the pre-requisite section and include them as part of the tutorial/initial configuration section.
