Send enterprise user welcome email to only active users in the group

Proposal

A gitlab.com customer reported that when they enable the Enterprise user the welcome email is being sent to all the users with the matching email domain.

This includes members who are currently active in the namespace or not. This might create confusion among users who are not part of parent group but still get the welcome email.

TO avoid the confusion, customer requested to only roll out the email to the users who are active in the namespace.
